Apex court clears way for common medical entrance test

New Delhi: The Supreme Court on Monday permitted the Medical Council of India (MCI) to conduct a common test for undergraduate medical courses while it is yet to decide on pending cases against the council. 

The court said the Medical Council did not need court approval for framing the rules and regulations for conducting examination for admissions to MBBS and Bachelor of Dental Surgery (BDS) courses across the country.

"Frame the rules and regulations, notify and implement them. If they are challenged, then the matter will come before us," the court said.

The apex court bench of Justice R.V. Raveendran and Justice A.K. Patnaik passed these orders after it was told that the common test for undergraduate medical courses was not being held because the case was pending before the court.

The court order came in the wake of the Medical Council asking the court to give it a go-ahead for conducting the entrance test for undergraduate medical courses, including those in private colleges. 

The court was told that the new rules and regulations have already been approved by the central government.

"No one can come to us with rules and regulations and seek our approval," the court told the MCI.

The court was told that the common test for the medical courses was aimed at removing the multiplicity of entrance exams.

The MCI told the court that the present multiple entrance system was leading to irregularities and litigation.

When a counsel raised doubts about the proposed common entrance test, the court said: "That is an imaginary fear."

Applications are invited for All India Pre Medical / Pre Dental Entrance Examination (AIPMT) 2011 to be conducted by the Central Board of Secondary Education,Delhi as per the following schedule for admission to 15% of the total seats for Medical / Dental Courses in all Medical / Dental Colleges run by the Union of India, State Governments, Municipal and other local authorities in India except in the States of ANDHRA PRADESH and JAMMU & KASHMIR:-

Eligibility Criteria
(i)                He/She has completed age of 17 years at the time of admission or will complete the age on or before 31st December of the year of his/her admission to the 1st yearMBBS / BDS course and is an Indian NATIONAL
(ii)              The upper age limit for All India Pre Medical / Pre Dental Entrance Examination is 25 years as on 31st December of the year of the entrance examination. Further provided that upper age limit shall be relaxed by a period of 5 (five) years for the candidates of Scheduled Castes/Scheduled Tribes/Other Backward Classes.
(iii)            The candidate must have passed in the subjects of Physics, Chemistry, Biology / Bio-technology and English individually and must have obtained a minimum of 50% marks taken together in Physics, Chemistry and Biology / Bio technology at the qualifying examination. In respect of candidates belonging to Scheduled Caste/Scheduled Tribes or Other Backward Classes the marks obtained in Physics, Chemistry and Biology/Bio-technology taken together in qualifying examination be 40% instead of 50% for General Candidates. Further, for persons for locomotory disability of lower limbs, the minimum of 45% marks for General PH and 40% marks forSC-PH/ ST-PH/OBC-PH are required. Those who are taking plus two examination in 2011 can also appear for the entrance test provisionally subject to their fulfilling the conditions later.

Reservation of Seats
15% seats for SC candidates, 7.5% seats for ST candidates, 27% seats for non-creamy layer OBC candidates in Central Institutions only and 3% seats on horizontal basis for Physically Handicapped candidates are reserved in 15% All India Quota for MBBS / BDS courses.

How to apply
(i) Online
Online submission of application may be made by accessing the Board's www.aipmt.nic.in from 15.11.2010 (10.00 AM) to 31.12.2010 (5.00 PM). Instructions for sending online application, payment of fee and computer generated printout are available on website. Candidates submitting on-line application have been given exemption of Rs 100/- in the examination fee irrespective of their category.
Accordingly, fee of Rs 700/- for General/OBC Category Candidates and Rs 350/- for SC/ST Category Candidates may be remitted in the following ways:
ü       By Credit Card, OR
ü       Through Demand Draft in favour of Secretary, Central Board of Secondary Education, Delhi drawn on any Nationalized Bank payable at Delhi.
(ii) Offline
Offline submission of Application may be made on the prescribed Application Form. The Information Bulletin and Application Form costing Rs 800/- for General/OBC Category and Rs 450/- for SC/ST category can be obtained against Cash Payment from the designated branches of Canara Bank/Regional Offices of the CBSE between 13.12.2010 to 31.12.2010. Information Bulletin and Application Form can also be obtained by Post from the Board by sending a written request with a Demand Draft for Rs 850/- for General/OBC Category and Rs 500/- for SC/ST Category payable to the Secretary, Central Board of Secondary Education, Delhi along with a Self Addressed Envelope of size 12" x 10". The request must reach to the Board on or before 24.12.2010. The request should be superscribed

CET for Medical Courses scrapped

New Delhi: Only a couple of days after the Medical Council of India (MCI) announced a nationwide Common Entrance Test (CET) for all medical coursesin India from the next academic session, it has now been announced that the medical CET has been scrapped.

The decision came after the move by the Medical Council of India was opposed by the government of Tamil Nadu as well as pressure from the All India Anna Dravida Munnetra Kazgham (AIADMK).

The decision to introduce a common entrance test for all medical courses in India was announced by the MCI only two days ago and was waiting for the formal approval of he notification. 

However, soon after the MCI decision was announced, Tamil Nadu Chief Minister M. Karunanidhi wrote to Prime Minister Manmohan Singh, urging him to think again about the move to introduce the single nation-wide CET. 

According to M. Karunanidhi, the decision by the MCI was an infringement by the Union government on the autonomy of the states and hence, could not be accepted.

In his letter, M. Karunanidhi stated that the state ofTamil Nadu has shelved the entrance examinations for medical and engineering courses in 2007-08 through a legislation that was approved by the President. The move was taken to ensure that interests of students who were from socially and financially backward families were safeguarded. 

Tamil Nadu had also introduced a 69 percent quota for socially disadvantaged students. Karunanidhi said in his letter that once the CET for medical courses is introduced, the state would not be able to implement the quota for financially and socially disadvantaged students.

Panel suggests 70% weight for Class 12 marks in IIT entry

NEW DELHI: In what may mark a major shift away from the current scheme of admission to the country's bluechip engineering institutions, an HRD ministry panel has recommended 70% weightage to class XII marks and 30% for performance in an aptitude test to be conducted more than once a year, for the IIT-Joint Entrance Examination. 

A cut-off list on the basis of the class XII result and the aptitude test will be prepared in the month of June every year and the top 40,000 will have to take the additional test for IITs. Right now, more than four lakh students appear for IIT-JEE in a single test. 

The panel headed by Damodar Acharya, director of IIT Kharagpur, that gave its report to HRD minister Kapil Sibal on Wednesday, has also suggested that the aptitude test be an ongoing affair which students can take more than once. 

However, the best score in the aptitude test -- which will have questions on reasoning, numerical ability and communication skills -- should be taken into account. It is only the add-on test for the top students that will have questions on physics, mathematics and chemistry. However, the panel has put a restriction on the number of times the add-on test can be taken. 

Also, unlike the present system, right at the beginning, students will have to give their choice of IIT or other institutes -- like Indian Institute of Science Education & Research -- whose admission test is conducted through JEE. Students will also have to spell out their choice of branch of engineering or stream of pure science. 

HRD sources said the ministry's first task would be to bring all state boards as well as CBSE on par with each other by developing a comprehensive weighted performance index so that there is no gross inequality among them and students do not suffer. Already, a core science and mathematics syllabus has been mooted by the HRD ministry and approved by the Council of Board of Secondary Education. "The move will ensure that students from small towns and even those who cannot afford expensive coaching can aim to be in IITs," a source said.

How to calculate your EAMCET score

Now that the EAMCET results have been released, students can evaluate their scores. Though some students are appearing for the advanced supplementary exams, majority students are aware of the marks they secured in Intermediate and EAMCET.

As both the marks are available, students can now calculate the marks they would get after combining 25 per cent Intermediate weightage and marks scored in EAMCET.

METHOD

Here is the method that is used to calculate the weightage. As per the system adopted since last year, marks secured in three subjects of EAMCET would be calculated for 75 per cent and they would be added to the 25 per cent equivalent of the marks scored in the core subjects – mathematics, physics, chemistry in case of MPC students and physics, chemistry, zoology and botany in case of BiPC students.

For example, if a student scores 140 marks out of 160 (total marks) in EAMCET, his marks would be obtained by dividing 140 with 160 and then multiplying the result with 75 (weightage) to get the marks. It would come to 65.625 marks.

Similar calculation will be used to get the 25 per cent weightage of Intermediate. But marks obtained in optional subject will be considered for calculating the weightage.

Both the marks will be added to get the final figure and then ranks will be allotted based on that figure in the descending order. Similar procedure will be adopted for CBSE and ICSE marks also.

In case of a tie, the comparison for a better rank would be arrived at by first considering the total marks in EAMCET and if they are also equal, marks scored in mathematics or biology would be the next consideration.

If there is a tie again, marks scored in physics in EAMCET would come into picture and even if they are equal, the total marks obtained in the Intermediate examination would be considered. If still a tie, date of birth of the candidate would be considered and the older one would get preference. Effectively, everyone would be given a separate rank with this method. Another important component of the process is the inclusion of practical examination marks.

As per the G.O. 61 practical examination marks will have to be counted.

Marks obtained in the advanced supplementary examinations of Intermediate would also be considered. So the final rank will be given using the marks obtained in the advanced supplementary examinations.Marks will be taken into account for calculating the rank and final admission would be given based on ranks only. Ranks are likely to be given in the last week of July.
