4th Post Graduate Diploma in Rural Development Management (PGDRDM): 2011-12

The National Institute of Rural Development (NIRD) is a premier national center of excellence in rural development. Supported by the Ministry of Rural Development, Govt of India, it builds capacities of the rural development functionaries, elected representatives, academicians and young students through inter-related activities of teaching, training, research, action research and consultancy. The NIRD faculty comprises experienced academicians and development practitioners. The Institute has functional networks with national and international organisations. The NIRD announces its fourth fully residential One-year ‘Post Graduate Diploma in Rural Development Management (PGDRDM)’ with an aim to create a committed and competent cadre of Rural Development professionals in the country. While laying the theoretical foundations of rural development, the programme seeks to impart management techniques that will enhance the understanding of the paradigm and practice of rural development.

Graduation in any discipline from a recognised University. Students who are in the final year and expect to complete all the requirements of graduation before 1st August, 2011may also apply. Some seats are reserved for the Indian in-service candidates and international in-service candidates sponsored by regional development organizations such asAARDO and CIRDAP. Indian in-service candidates should possess at least two years of work experience in rural development and allied sectors, and are required to apply through their employers. The international candidates should apply through the Secretariats of the respective regional organisations viz, AARDO, CIRDAP. Organisational Sponsorship for all the in-service candidates is essential. In-service Indian candidates are required to appear for the Entrance Test along with the general students. However, a separate merit list will be prepared for them for admissions. The eligibility parameters for international students are placed on the NIRD’s website.

SELECTION PROCESS:
Selection of candidates will be made through a process of All-India Entrance Test which will test the verbal, quantitative and analytical competencies of the students including written English Language Skills. Group Discussion and Personal Interviews will be conducted for the short-listed students.

TOTAL NO OF SEATS: 60 (may undergo some changes depending upon the availability of infrastructure. Of these, up to 15 seats may be allotted to the in-service Indian and international candidates).

PROGRAMME DURATION: (One year) August, 2011 to July, 2012

COURSE FEE: Indian Students Rs 1.60 lakh; International Students: US $ 6500

Board and Lodging: The annual board and lodging expenses will be approximately Rs 1, 00,000 for Indian students and US $ 4500 for international students. Accommodation will be given to the students in the NIRD hostels/campus.

Caution Deposit: A refundable Caution Deposit of Rs 10,000 for Indian students and US $ 200 for International students (Mess Deposit, Library Deposit and Hostel Deposit) is a requirement.
Seat Registration Fee: Upon selection, a non-refundable Seat Registration Fee of Rs 16,000 should be paid by the Indian students. This amount will be adjusted against the first trimester fee.

SCHOLARSHIPS: Merit and need based scholarships will be made available to deserving Indian students. The North Eastern Council, Shillong, has fully funded the North Eastern students selected for the PGDRDM in the past. Similar financial support to the admitted students domiciled in the North Eastern region is likely for the current year as well. Study loans will also be facilitated by the NIRD for the needy Indian students.

RESERVATION: Reservations for the students of the SC/ST/OBC (Non-creamy layer) and Persons with Disability (PWD) will be made as per Government of India’s policies.

PLACEMENT: NIRD will endeavour to make placements on successful completion of the PGDRDM, but does not guarantee. However, all the students of the previous batches of the PGDRDM were placed with State and Central government agencies, public sector banks and non-governmental organizations. The same trend is expected this year as well.

Request for Application forms should reach along with self addressed stamped (Rs.13) envelope of size 12” x 10” by 15.12.10 during working hours (9.00 am to 5.30 pm). It can also be downloaded from the NIRD’s www.nird.org.in/pgdrdm The filled in application form should be submitted along with the application fee of Rs 1200 (Rs 600/- for SC/ST and PWD candidates) and US $ 75 for international candidates through an ‘Account Payee’Demand Draft drawn in favour of NIRD, payable at Hyderabad. The international students should use the SWIFT CODE: SBHYINBB052. A/c Number: 62052905893 for sending application fee of US $ 75.

The filled in application form should be addressed to the Admissions Coordinator, Centre for Post Graduate Studies (CPGS), National Institute of Rural Development, Rajendranagar, Hyderabad-500 030 (AP), India, so as to reach on or before 23.12.10. Last date for receipt of applications from the students residing in the North Eastern States is 31.12.10 and for international students it is 31.03.2011. Applications received after the cut off date shall be rejected. NIRD reserves the right to make changes to the Diploma Programme, its design/content and the process of selection, depending upon the exigencies, without assigning any reasons whatsoever.

ENTRANCE TEST: The Entrance Test will be conducted on 06.02.2011 at the following centres: Agartala, Ahmedabad, Aizawl, Bengaluru, Bhopal, Bhubaneshwar,Chandigarh, Chennai, Dibrugarh, Guwahati, Hyderabad, Imphal, Indore, Itanagar, Jaipur, Jammu, Kolkata, Kohima, Kanpur, Lucknow, Mangalore, Mumbai,Nagpur, New Delhi, Patna, Pune, Rajkot, Raipur, Ranchi, Shillong, Siliguri, Srinagar, Thiruvananthapuram, Udaipur and Vishakhapatanam. However, the NIRD reserves the right to cancel any of the centres or add new centres for any administrative reasons and assign any other centre to the applicants.

How to Apply
Candidates applying for PGPM, PGP - HR and PGP - IM should take CAT 2010. Candidates applying for NMP should apply separately. The final selection procedure will take place on the basis of CAT scores (GMAT scores for foreign or NRI candidates), followed by Group Discussion (GD) and Personal Interview (PI).

Candidates have to obtain the application forms for the admission from MDI Counters and Bank of Baroda at the cost of Rs. 1600. Candidates receiving the forms by post or applying online have to apply at the cost of Rs. 1750.

Duration and Timing

The total duration of the programme is 12 months. The Programme is spread over three trimesters, each of four months.

The Fellow Programme contains two distinct streams:

Eligibility

An applicant to the Fellow Programme is required to have: EITHER a Master’s degree in any discipline with at least 55% marks (or equivalent professional qualification) and a three-year Bachelor’s degree with at least 50% marks in the aggregate; OR a First Class Bachelor’s degree in Engineering (i.e., with at least 60% marks in the aggregate or an equivalent grade point average). In addition, applicant must have obtained a minimum of 50% marks in the aggregate in either the Secondary or the Higher Secondary Examination of a Board (or equivalent).

A final-year student appearing for the Bachelor’s degree examination in Engineering or Master’s degree examination in any discipline can also apply. Such a candidate, if selected, will be provisionally admitted provided (s) he completes all requirements for obtaining the degree before 30th June, 2011. Admission of the candidate will remain provisional until (s)he produces mark sheets proving that (s)he satisfies the eligibility criteria. The deadline for submitting the final year degree mark sheets is 31st December, 2011.

How To Apply

An applicant is required to submit a Fellow Programme (FP) Application Form 2011 for each area of specialization that (s)he applies for. Application forms are to be downloaded from the IIMC website: http://www.iimcal.ac.in/programs/FPM/ . If an applicant is unable to download the Form, (s)he can get the Forms physically collected from: The Fellow Programme Office, IIM Calcutta, Diamond Harbour Road, Kolkata 700104.

Completed Application Form(s) must be submitted along with an Application Fee of Rs.300. This fee should be paid by a crossed demand draft for Rs. 300/- payable to“Indian Institute of Management Calcutta” on a bank in Kolkata. An SC/ST/OBC applicant need not pay the application fee as long (s)he sends an attested photocopy of his/her SC/ST/OBC certificate.

When applying to two areas of specialization, an applicant is required to submit two separate application forms, complete in all respects, one for each area of specialization. However, a single payment of the application fee of Rs. 300/- will suffice for each applicant, as long as (s)he submits the two application forms at the same time (e.g., in the same mailing).

For each area of specialization applied for, two letters of recommendation (in the prescribed format) are required. Blank forms for recommendation letters, and instructions on how to return them, are contained in the Application Forms. Applicant must ensure that a submitted Application Form is complete in all respects. Along with the Form, the applicant is required to submit the following “supporting documents”:
